Activate the Constraint Builder in a Scenario by pressing <Ctrl B> when in the Equation window, or clicking on the Constraint Builder button in the Main Window Control Panel (beside the Save button).  In a Forecast or Powerflow, click on the 'hammer' button when editing a Forecast,  or press <Ctrl B> when in the Equation window of the Forecast Edit window.
